Issue Initial Approval Certificate

This certificate serves as a no-objection declaration from the Ministry for the owner of the industrial project to complete the procedures related to the approvals from the concerned departments and start establishing the factory, connecting the electric power, bringing machinery and equipment, and starting experimental production
Service Procedure
- Login or Register to the Ministry services digital platform
- Apply to “Issue initial approval certificate”
- Payment of fees (Application fees are not refundable)
- Application review by the designated employee
- In case of approval, a certificate of initial approval will be issued, or the certificate will not be issued if the application is rejected.
Requirements
- Initial approval certificate or industrial license from the local authorities
- Identification documents for all owners (example: Emirates ID, passport, trade license)
- The total number of employees shall not be less than 10 employees
- The total capital of the factory shall not be less than 250 thousand dirhams
- Sing undertaking to comply with all applicable laws and regulations in the country and to implement their provisions related to industrial security, public health, and environmental preservation.

Q) What is the criteria for certification and how can I apply?

Service Procedure
- Login or register on the Ministry's online e-services platform
- Submit an Issue Initial Approval Certificate application
- Pay the application fee (fee is non-refundable)
- Application is reviewed by the Ministry
- If the application is successful, an initial approval certificate will be issued
Requirements
- Initial Approval Certificate from a local licensing authority (e.g. Departments of Economy)
- Identification documents of all owners (e.g. UAE ID, Passport, and Trade License)
- At least 10 employees within your organization
- Total manufacturing facility capital of at least AED 250,000
- You must abide by all laws and regulations in the country, including industrial security, public health and environmental conservation
