AENC’s Scope of work

OVERVIEW

Below is a highlight of the AENC's scope of work

AENC engages stakeholders to participate in technical committees on the national and international level to enhance the competitiveness of the sector, as well as support the national economy.

IEC Technical committees: Nominations for participation in IEC Technical Committees are open for all UAE experts, provided that they meet the following criteria:

  1. Have 3 years of experience in TC’s scope of work
  2. Be able to work and communicate in English
  3. Be able to travel and attend TC meetings
  4. If the candidate is from the private sector, they must have a UAE office/headquarters

Expert may submit their request to MoIAT/AENC email (uaeiecnc@moiat.gov.ae) by filling the following forms and after getting an official approval from their organization: Note: official letter of participation is required.

Experts participating in IEC Technical Committees have the opportunity to comment on draft standards using the Online Standards Development tool, which enables drafting, reviewing, consensus-building and commenting in a single platform designed for the standards development community.

IEC CA systems

MoIAT is a member body of the four IEC Conformity Assessment systems:

  • 1-IEC System for Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE):

    IECEE, the IEC System for Conformity Assessment Schemes for Electrotechnical Equipment and Components is an international system for mutual acceptance of test reports and certificates based on international standards. It includes assessment programs in the areas of safety, quality, efficiency, and overall performance of equipment and appliances across homes, offices, healthcare facilities, workshops and more. Overall, the system covers 23 categories of electrical and electronic devices and inspection services.

    IECEE CB scheme

    Operated by the IEC System of Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE), the IECEE Certification Body scheme is an international system for the mutual recognition of inspection reports and certificates with regard to the safety of electrical and electronic equipment, devices and products. This is achieved through a multilateral agreement between the member countries of the certification scheme. The agreement aims to facilitate trade by promoting the harmonization of national and international standards among accepted national certification bodies (NCBs) worldwide. This contributes to familiarizing product manufacturers with the concept of "one product, one inspection, one mark, wherever applicable".

     

    MoIAT has been the UAE’s National Certification Body (NCB) since 2011. The UAE’s NCB is internationally recognized for different IECEE categories such as: Batteries, EMC, HOUS, INST, TOOL. It is also working on obtaining recognition for LITE, ITAE, E3.     The UAE’s Certification Body Testing Laboratory (CBTL) is the Dubai Central Laboratory under Dubai Municipality. Introduction to IECEx 02 – Certified Equipment Scheme

The International Electrotechnical Commission System for Certification to Standards Relating to Equipment for Use in Explosive Atmospheres (IECEx) aims to facilitate the international trade of equipment and services used in explosive atmospheres, while maintaining the required level of safety:

 

- Reduce testing and certification costs for the manufacturer

- Reduced time to market

- Evaluate international confidence in products, devices, personnel and facilities

- Contribute to a single international database of certified devices, components, personnel and facilities

- Maintaining international confidence in devices, personnel and services covered by IECEx certification

  • 3-System for Certification to Standards Relating to Equipment for Use in Renewable Energy Applications (IECRE):

    The IEC System for Certification to Standards Relating to Equipment for Use in Renewable Energy Applications (IECRE) aims to facilitate international trade of equipment and services for use in the renewable energy sectors while maintaining the required level of safety and performance.

    In order to achieve this objective, it:

    - Operates with a single global certification system

    - Aims to be approved by national/local authorities or other bodies that require and benefit from the certificate

    - Uses high-quality global requirements and allows for continuous improvement

    In order to ensure efficiency and avoid duplicate efforts regarding the information to be provided to authorities in a timely manner, IECRE comprises a mechanism to resolve disputes between stakeholders regarding content and its correct implementation.

     

    MoIAT has become a member body in IECRE since 2017 for the solar sector. For more details: Member Body | IECRE

  • 4-IEC Quality Assessment System (IECQ):

IEC Quality Assessment System (IECQ)

is an international certification, covering a wide range of technical electrical component products, as well as associated materials and manufacturing processes. The system ensures that IECQ-certified suppliers meet the relevant IEC/ISO international standards, other manufacturing specifications, and international legislation for certain services.

 

IECQ provides globally harmonized certification and verification services that support the circular economy, supply chain management, and the manufacturing of component products, through IECQ-accredited Certification Bodies (CBs) operating in more than 40 countries, with international IECQ certificates and verification data publicly accessible on the IECQ Central Certification System. IECQ's certification and verification services provide manufacturers and service providers with independent certification or verification based on international requirements and standards.
